By emptying the reservoir, covering its ground by water-impermeable clay layer and thick concrete and by building access roads for garbage trucks, the waste problem of these cities will be solved for years. After garbage and rubble filling and densification, the surface will be flattened by gravel, sand or other fine material and then covered by concrete for industry buildings and factories. Or it will be covered by soil for agriculture.
